Unfinished A2P 10DLC Registration with Twilio (VM Texting Feature)


Effective January 26, 2023, all Twilio US A2P 10DLC Campaign registrations (Standard, Low Volume Standard, and Sole Proprietor) are subject to a manual vetting process charged at the time of external vetting. If a campaign is denied by external vetting, additional charges may occur with re-submission.
A newly submitted Campaign is put in a "Pending" state until it has been approved in the manual vetting process. You can only send compliant messages via A2P once the Campaign is fully approved. Due to high volumes, this vetting process may take 2-3 weeks.
Once vetted and approved, any 10DLC phone number within the connected Messaging Service will be identified as A2P-registered with the associated Campaign, and you should see lower message filtering.

As you may have experienced, Visual Matrix technicians will set up the initial Customer Profile, following which the property remains responsible for finalizing the account setup by registering the Sole Proprietor Brand and Campaign.
To access this setup on your Twilio Console, simply navigate to Develop > Messaging > Regulatory Compliance > A2P 10DLC Overview, and then proceed with the registration process accordingly.

Brand Registration

Click on "Continue Registration," where you'll be prompted to:

1. Enter the Brand Name.
2. Select a Vertical from the options provided, specifically tailored for Hospitality.
3. Select existing messaging service (the Twilio number VM setup should appear listed in the dropdown menu).



4. Input the Mobile Number of the Account owner for the verification process, where you'll receive a one-time password.
5. Check the approval box to confirm your agreement to proceed with this process.
6. Select "Register."

Twilio must accept Brand Registration, and you need to respond to the mobile message verification before you can proceed further. Once Brand registration is approved, you should see a "Registered Status" indicating completion. You can then proceed to the next step by selecting "Continue."
The setup will detail Messaging Volume and Allowed Phone Numbers for the Account. Select "Continue" to progress to A2P Campaign Registration.

Create New A2P Campaign

To initiate a new A2P Campaign, navigate to the "Available A2P Campaign Use Cases" and select "Sole Proprietor." Then proceed the existing Messaging Service. Provide a descriptive Campaign Description, such as "For sending Informational Messages to Hotel Guests related to their stay."



Once the campaign description is entered, input five message examples by copying them from your Visual Matrix SMS Setup and pasting them directly into the designated fields of the form.
Out of the options for Message Contents, only check "Messages will include phone numbers."

To prevent campaign rejection, ensure you explain each consent process. For example, describe how end-users consent to receive messages, such as "Guests consent to receive text messages regarding their stay by checking a box when filling out their reservation details." 



Leave "Opt-In Keywords" blank as it doesn't apply to your setup. 
For "Opt-In Message," specify that users can reply STOP to unsubscribe from messages.



Click "Create" once all details are entered.
Confirm Campaign Registration by clicking "Confirm," agreeing to all terms of services.
Review all information for accuracy on the screen, then select "Continue" when ready.
Your Campaign is now submitted for approval. Until approval is granted, refrain from progressing with the setup. Instead, choose "Cancel" instead of selecting your phone number. 

Approval may take 2-3 weeks, You will either be approved or rejected by the carriers. 
If approved, your messaging traffic will be successfully registered on A2P routes in accordance with the pricing and throughput of the selected campaign type. Your campaign will be marked as "Verified" in the Console.
If rejected, you will have the opportunity to resubmit your campaign with a different use case that will be automatically approved by the carriers. Your campaign status will be marked as "Failed" in the Console where you can monitor the status from the "Campaigns" section of the Regulatory Compliance Tab.
